The Bulger Family is a crime family that originated in the Alcatraz Federal Penitentiary on Alcatraz Island in the San Francisco Bay.
The Bulger Family originated in the Alcatraz Federal Penitentiary on Alcatraz Island in San Francisco Bay. Riots in the prison left two factions by 1965: the Alcatraz Guard, led by Warden Olin G. Blackwell, and the Bulger Mob, led by former Irish-American gangster James "Whitey" Bulger. When supplies on the island grew scarce, Whitey Bulger and his crew began to hoard the rations from the Alcatraz Guard in September of 1971. The Guard attacked Bulger's gang, but didn't last long as they were underfed. Most of the guards were killed or exiled to the mainland.
In 1973, the Bulger Mob moved onto the mainland and took control of the San Francisco Bay area, which they would come to call Cisco. The Bulgers often took supplies from Sacramento, and in 1978 forcefully took full control over the area. This resulted in a military response from the Nevada Republic, who didn't like the idea of an organized raider gang being so close. With the help of Sacramento and ex-Alcatraz Guards, the Nevada Republic established a new government in Cisco: the Cisco Republic. Whitey Bulger would go into hiding, and his gang would survive as an organized crime outfit. It became known by many as the Bulger Mafia.
When Cisco was admitted into the Angel's Republic, the Bulger Mafia became bitter rivals with the Locatelli Mafia of Vegas, Mojave.
